About the Speaker.

Bill Patrie is founding executive director of Common Enterprise Development Corporation, now retired.  Prior to founding Common Enterprise Development Corporation, Patrie served for 3 years as a cooperative strategist for North Country Cooperative Development Fund (NCDF) now Shared Capital, in Minneapolis, MN.  Patrie served NCDF for one year as the interim Executive Director.  Patrie served for 16 years as the rural development director for the North Dakota Association of Rural Electric Cooperatives (NDAREC). 

 Patrie also served as the director of the Economic Development Commission during Governor George Sinner’s administration and was instrumental in the drafting of Senate Bill No. 2058, known as “Growing North Dakota” legislation that was passed by the Fifty-Second Legislative Assembly.  Patrie also served for 10 years with North Central Planning Council (NCPC) in Devils Lake, North Dakota.  On new enterprise development, Patrie has worked with 120 start-up projects with total equity and debt investments exceeding a billion dollars.

Patrie holds a Master’s in Public Administration degree from Ball State University, Muncie, Indiana, and a Bachelor of Arts in Political Science with a minor in Religion from Anderson University, Anderson, Indiana.

Patrie was a founding manager of Dakotas America LLC, a community development entity, which has placed $300,000,000 in New Market Tax Credit financing in qualified low-income communities in the United States.

Patrie is the author of “Creating Co-op Fever” published by USDA and “100 Stories of Hope” a book based on his interviews with 100 people in poverty.
